Africa and scientific reasearch

Recently i had  talk with a masters student at Makerere University Kampala who opened my eyes to why scientific research is at a low level in the continent, he simply told me that the reason why there are no facilities is because most African governments release funds when threatened and besides that 90% of African industries are not research oriented.
in the Us and Europe more collaborations are being made between privates sector and universities and i believe the these industries too would love to collaborate with the African researchers  but the ground work is still poor, the ground work has to be done by creating entities to foster Scientific Research in the country
