Creation a development Bank dedicated to science

After the concluded BRICS meeting In South Africa there was a proposal to start a development bank responsible for promoting scientific research in Africa  with an initial investment of US$ 50 billion, a ministers  of science forum and a council of researchers in Africa. i believe this is an opportunity for Africa to also turn into a world research hub ...... most of these have led to creation of major white elephants ... i pray we take advantage of this ... exploit the bank such that we will also be a center for research in the world
My Question today is How can these be effectively exploited in this Continent of ours?
